Value-based purchasing is becoming an expectation throughout the health care system. Because of disparities in financial and data resources, progress is slower in the behavioral health sector than in the physical health sector. There is hope that new resources will allow Medicaid’s behavioral health system to prepare for a value-based purchasing. Section 223 of the Protecting Access to Medicare Act (known as the “Excellence Act”) provides the key to value-based purchasing .
