The United States of Care's handbook on COVID-19 preparedness lists five actions states should be taking to reopen safely. For protecting and fortifying sites at a high risk of transmission the handbook recommends that states need to build a strong, coordinated criminal justice system response plan in partnership with jails and prisons, including designating a person in charge of coordinating and implementing the state’s COVID response.
