The Growth of Incarceration in the United States: Exploring Causes and Consequences

This report looks at the costs and benefits of the nation’s current sentencing and incarceration policies and how alternatives may achieve similar public safety benefits at lower financial and social costs. Steve Rosenberg, the president of COCHS, provided testimony to the National Academy of Science/Institute of Medicine Committee on Causes and Consequences of High Rates of Incarceration about the work COCHS does to connect individuals in jails with health services in the community.
