Leta Smith, PhD

Director of Program Operations

Dr. Smith has over 30 years of demonstrated leadership across the criminal justice system, developing, managing and improving healthcare systems for adults and children with serious and complex needs. Her experience includes service as the: Director of a large statewide behavioral healthcare system (NYS); Federal Court appointed Mental Health Monitor over Ohio’s troubled correctional healthcare system; Independent monitor over New Jersey’s largest private provider of community-based treatment services; MHM clinical operations specialist and consultant in gaining and implementing medical and mental health services in a number of states; founding Executive Director of a court-based county healthcare jail diversion and linkage program; and Special Assistant to the NYS Commissioner of Mental Health and Speaker of the Assembly regarding criminal justice and healthcare programs. She has also managed priority initiatives of telepsychiatry, Parole re-entry, GLBT, trauma, developmental disabilities, workforce development, education, and design of program housing. Dr. Smith serves on the Editorial Advisory Board of the Correctional Law Reporter, and has a Ph.D. in Criminal Justice from the Rockefeller College of Public Affairs and Policy, SUNY Albany, and a Bachelor’s degree in Psychology from Colgate University.
