Andrea Mueller was licensed as a Marriage and Family Therapist in 1994. She retired from her position as Manager of the Youth and Family Services Bureau (YFSB) at the Alameda County Sheriff's Office (ACSO) in November 2015. During her 12 years at the ACSO, she grew the YFSB from a staff of 3 clinicians doing grant-funded juvenile diversion counseling to a behavioral health care unit of 20 clinicians providing Medicaid and other federal, state, and county funded outpatient and case management services to vulnerable populations, including victims and perpetrators of crime. She is a principal architect of Operation My Home Town, Alameda County's predominant reentry case management program for individuals coming out of Santa Rita Jail and the California state prison system. She now works as an independent consultant on criminal justice reform and the expansion of behavioral health care to the underserved.
